“Give birth to children” North Korea, special subsidy for women with multiple births : Son Hye-min

From this month, North Korea began to provide special subsidies to women with three or more children . However, due to the insignificant amount of subsidies, women are shunned . Inside North Korea ,  reporter Son Hye-min reports .

North Korea issues a 'multiple child generation card' to women who have given birth to three or more children, and  has taken measures to pay special subsidies until their children graduate ( age 17 ) from an advanced middle school ( high school ) . However, residents are responding that it is a good policy .

A source in South Pyongan Province told Radio Free Asia on the 28th, “Starting this month, if you go to the village office with a multi-child household card, you will receive a special subsidy from the state . ”

“This is the first time that a special subsidy is given to households with multiple children,”  the source added. “ The special subsidy  per child is  10,000 won ($1.2) per month .   ”

When the food distribution system collapsed in the 1990s and more than  2 million people died of starvation and the population decreased, the North Korean authorities held the 2nd Mothers' Conference (1998 ) after 37 years  and encouraged women to have multiple children . In  2005 , the 3rd Mothers' Conference was held, and multiple births were emphasized again, but the number of women who avoided childbirth increased . It was because I had to take care of my family's livelihood by selling in the marketplace .

In 2012 , under the Kim Jong-un regime, North Korea held the 4th mothers' conference and presented women who gave birth to 10 children as maternal heroes ,  while rewarding material benefits to women with multiple births, providing 5,000 won ($0.6) per  month  as state subsidies . made to pay .

As a result, the subsidy paid to women with multiple births has risen to 15,000 won by adding a special subsidy of 10,000 won to the national subsidy of 5,000 won per child per month.

The source said, “However, as more and more women give up childbirth, saying, ‘Who will give birth to a child with a subsidy that is less than the price of 1 kilo of rice?’ emphasized .

However, residents all agree that the newly implemented special subsidy of 10,000 won is ineffective as the price cannot be purchased even with  2 kilos of rice in the marketplace .

Currently, a kilo of rice costs  5,800 won ($0.7)  in Jangmadang, South Pyongan Province , and the exchange rate is  8,200 won to  1 dollar .

On the same day, a resident of North Pyongan Province also reported, “Now women are doing business and providing food for their families.

It is explained that the role of women is important as North Korea subjugates men to the efforts of state-run companies and does not pay wages and rations, so women who were living as housewives go to the market to work and make a living for their families.

He continued , “If the authorities want to encourage multiple births, they must normally supply food for the family, which has been supplied through men working as heads of households.” It is nothing more than a joke, and it is becoming a source of laughter for the residents . "

Meanwhile, according to the ' 2022  State of the World Population Report' released last year by the United Nations Population Fund (UNFPA), North Korea's total fertility rate ( the average number of children a woman is expected to have in her lifetime ) is  1.9 , below the global total fertility rate of  2.4 . all _ In addition, North Korea's population growth rate between  2015 and 2020 was  0.5% , which was less than the world average (1.1%) .

Nearly 50 stone miners were arrested in Phakant Saw Po Khu (Washington DC)

Eyewitnesses told RFA that military council soldiers entered three unwashed stone block companies in Phakant Township in Kachin State yesterday afternoon and arrested about 50 workers.

the world of the sun Myanmar He said that they raided three companies, Kyaw Naing and Brothers, and arrested the workers.

"After they were arrested, they kept their heads down. Most of the people who were arrested were in civilian clothes, and only a few were in uniform. They said that if they didn't raise their heads, they would shoot them."

It is narrated by a person who works at Sun World Company. After asking them to sit in a pattern, the bus driver 11 people, including the head of the block and the car driver, were arrested. He said they also took two armored vehicles used for quarrying.

The rest of those arrested are from two other companies, and RFA is still trying to contact those companies. Among the 11 people arrested from their company, a 40-year-old man named Rayin Kor was shot in the leg.

He went on to say that those who were arrested were being asked to ransom each one for 50,000,000.

"Whether it's army appointments or strategic appointments, the money is dirty as much as we get from the people. After arresting people and taking machinery, they ask to re-elect a certain value. Now, if 11 people are arrested, we inform the manager to re-elect them for 50,000,000 each."

Among those arrested were about 50 from the military council. Most of them are in plain clothes. He said that he couldn't see for sure which army he was from because he was forced to sit in formation.

Both the military council and the Kachin Liberation Army (KIA) are collecting taxes in that area. The military council arrests people who don't pay taxes, and more people have been arrested this year, said a resident who did not want to be named for security reasons.

"They ask for a line fee. If they can't give it, they arrest them and shoot them. If they don't give the target they want, they arrest them. They ask a company for 300,000, 300, 3000, etc.

NLD MP Ko Aung Hein Min, who won the 2020 election from Pha Kang, also said this.

'The companies that are digging stone in Phang Kant are not without them. If you pay taxes, you can dig in peace. If you don't give it, shoot it with a big weapon. There are threats and violence. Not just the company. The same is true in the community. I do more gambling matters. Interest taxes"

Locals say that while some of those arrested were released, many were not. The resident, who did not want to be named, said that the army used them as human shields after they were arrested.

"Because there will be shootings, they grab people and use human shields, and there's no way the other side can do that."

During the fighting between the military council and the Kachin Liberation Army (KIA) in the area, local residents say that the army is using the residents of Phakant as human shields.

The Kachin Human Rights Watch (KHRW) has issued a statement condemning the use of human shields.

Earlier this month, RFA asked Social Affairs Minister U Win Ye Tun, the military council's spokesman for Kachin State, about the use of human shields, but he only responded that he did not know.

Yesterday, I called the spokesman of the military council to ask about the arrest of the quarrymen, but I could not get through to the phone line.

According to the statement of the Kachin Human Rights Watch (KHRW), in the month of April alone, nearly 400 residents of Phakant Township were arrested by the military council.
