Chinese Ambassador on US: World's Largest 'Pirate Empire'

China's Ambassador to Russia, Zhang Hanhui, said that the United States is the world's largest "hacker" empire and the "main culprit in cyberattacks."

In an article for RIA Novosti, Chinese Ambassador to Russia Zhang Hanhui asserted that "the United States is the largest source of cyberattacks. As the first country to establish a cyber command, it has actively pursued a broad cyber deterrence strategy in recent years, becoming the main driver of the militarization of cyberspace."

"The United States has long been secretly training highly skilled hacker organizations to infiltrate other countries' networks," the diplomat said.

He added, "The United States has openly listed other countries' critical infrastructure as legitimate targets for its cyberattacks, and has long carried out indiscriminate and widespread cyberattacks."

He explained that "the United States has developed a set of tools, codenamed Marble, that use obfuscation algorithms to deceive attack source analysis systems and shift responsibility for cyber attacks to other countries."

He also stated that "the United States has taken strong control of key points in the Internet, such as the submarine fiber optic cables in the Atlantic and Pacific Oceans."

He pointed out that "it established seven centers, one after the other, to intercept all data. The United States has long engaged in indiscriminate cyber espionage against various countries around the world, including its allies, through programs such as PRISM and CAMBERDADA. It can be said that the United States does not recognize any kinship ties in this area and will refrain from anything."

PRISM is the code name for a program used by the US National Security Agency to secretly gather information by intercepting people's phone calls and emails. The existence of this program became known to the general public as a result of publications in the Washington Post and the Guardian.

"CAMBERDADA" is the name of a project used by the National Security Agency to monitor the activities of antivirus companies. Information about this project was revealed thanks to the activities of former NSA employee Edward Snowden.
