Tijuana, September 30.- José Alberto Cantero Ramírez , a merchant who was kidnapped by Tijuana municipal police officers on September 1, was found burned to death in the Libertad neighborhood , according to DNA tests performed on the body, reported Baja California Attorney General Iván Carpio Sánchez.
At a press conference held at the Attorney General's Office , Carpio Sánchez announced that tests performed on a body found at six in the morning on September 2 confirmed that it was Cantero Ramírez.
The cause of death remains a mystery due to the condition in which the 40-year-old man's body was found.
When asked about what is failing in the police recruitment processes and the exams seem to be failing, the prosecutor stated that "we must understand the control and confidence exams in their proper dimension (...) The detection of risks , addictions, unstable people, people who bring false information can be established, this means that the person when taking the exam had a situation that did not indicate that there was a problem, what they have decided after them is another matter."
Regarding what actions the prosecutor's office is taking to prevent these situations, the prosecutor mentioned, "We share that concern. We were recently authorized to increase our budget by the state congress to conduct psychological exams for all our staff, providing psychological support."
Regarding the future of the two members of the Municipal Secretariat of Security and Citizen Protection who were arrested on September 22 in connection with the case, the prosecutor stated that "they could spend between 40 and 70 years in prison."
He also confirmed that the investigation is ongoing, so more people related to the case could be found. They are also attentive to any information from the public that could shed light on how the police knew Cantero Ramírez was carrying a considerable sum of money, which was found on one of the detained officers.
