The organizations point out that the traditionally tense relationship with the Israeli authorities has worsened since Hamas's attack on Israel in October 2023.
The letter stated that Israeli authorities have rejected dozens of requests from humanitarian organizations to bring life-saving supplies into Gaza, justifying the refusal by saying that these organizations "are not authorized to deliver aid."
The letter, signed by international organizations including Oxfam and Doctors Without Borders, explained that at least 60 requests for aid were rejected in July alone.
Last March, the Israeli government approved new regulations governing the work of foreign NGOs working with Palestinians.
These regulations include updated registration mechanisms and the maintenance of legal status within Israel, as well as new conditions allowing authorities to reject or cancel registration applications, particularly if the organization is deemed to deny Israel's democratic character or support campaigns to delegitimize it.

For his part, Israeli Diaspora Affairs Minister Amichai Chikli claimed that a number of relief organizations were engaging in hostile activities under the guise of humanitarian work, noting that organizations not associated with hostile activities or the boycott movement would receive permits to operate, he claimed.
However, aid organizations warn that these rules are depriving Gaza residents of essential aid. Juliane Veldwijk, CARE's Gaza director, said that civilians are being left without food, medicine, and protection as a result of the restrictions. She explained that her organization has not been able to bring any aid into the Strip since the full Israeli blockade was imposed in March, despite its partial easing in May.
Since October 7, 2023, Israel, with American support, has been committing genocide in Gaza, including killing, starvation, destruction, and displacement, ignoring international calls and orders from the International Court of Justice to halt it.
