 This year marks the fourth year of the Public Affairs subject (Citizenship and Social Development) in the Hong Kong Diploma of Secondary Education Examination (DSE). Its singularly positive portrayal of China clearly demonstrates its brainwashing nature. The subject's long-standing controversy suddenly erupted this year during a mandatory student delegation to China. First, on February 28th, a Form 5 student from the prestigious St. Paul's College died mysteriously while on a delegation in Hangzhou. The school and the government refused to disclose the cause of death, citing family privacy concerns. This caused panic among Hong Kong parents, who questioned the safety of the delegation. Subsequently, students from seven schools contracted acute gastroenteritis in Shaoguan and Huangshan, raising questions about the safety of the delegation's meals.

Two weeks have passed since the St. Paul's incident. As the media continues to uncover new information, public attention remains, and the incident is bound to etch itself into Hong Kong people's collective memory. The tragedy was, in part, related to the "chicken coop" nature of the Community Studies program: Secretary for Education Joanna Tsai had previously stated that students who did not attend the study tour would not be penalized, and policy documents also stated that "the Mainland study tour will not be included in the public assessment and therefore will not affect students' public examination grades." However, the St. Paul's announcement for the five-day Hangzhou trip stated, "The Education Bureau mandates that students taking the HKDSE must attend the upcoming Community Studies program to the mainland," implying that failure to participate precludes admission to the DSE. Therefore, the students, unable to attend last year due to personal reasons, assumed they would have to make up for it this year, ultimately parting ways.
