Moscow. Published in full yesterday by the Chinese Foreign Ministry on its website and in English, the peace initiative for Russia and Ukraine, which Xi Jinping's government advocates for, rejecting a military solution to the disputes and opting for dialogue, consists of 12 points and suggests following this roadmap, summarized here:
1) Respect the sovereignty of all states. The universal principles of international law and the UN Charter must be observed. The sovereignty, independence, and territorial integrity of all member states must be defended.
2) Abandon the Cold War mentality . The security of one country should not be achieved at the expense of others. The security of a region should not be achieved by strengthening and expanding military blocs. Legitimate security concerns must be taken into account and respected.
3) Stop hostilities. Conflicts and wars benefit no one. Everyone must support Russia and Ukraine in seeking the early resumption of direct dialogue, which will allow for a de-escalation of the situation and, ultimately, a comprehensive ceasefire.
4) Resume peace negotiations. Dialogue and negotiations are the only way to resolve the Ukrainian crisis. All efforts aimed at promoting a political settlement must be supported; China will continue to play a constructive role in this regard.
5) Resolve the humanitarian crisis. All measures to alleviate the humanitarian crisis must be encouraged and supported, observing the principles of neutrality and impartiality in each operation and allowing the UN to coordinate humanitarian aid to conflict zones.
6) Defend the civilian population and prisoners of war. Parties to the conflict must respect humanitarian law, refrain from attacking civilians or non-military infrastructure, protect women, children, and other victims, and respect the rights of prisoners. China supports the exchange of prisoners of war between Russia and Ukraine and urges other countries to create favorable conditions for this.
7) Ensure the safety of nuclear power plants. China opposes attacks on nuclear power plants and urges all parties to respect international law. It also supports the work of the IAEA (International Atomic Energy Agency) to safeguard facilities that enable the peaceful uses of atomic energy.
