Mexicali, September 11. The full State Congress unanimously approved the reform to the second paragraph of Article 139 of the Electoral Law, with the aim of guaranteeing the inclusion of people with disabilities in the nomination process for elected office.
The initiative was presented by local representatives Michelle Tejeda, Alejandra Ang, Gloria Miramontes, Humberto Valle, Montserrat Murillo, Maythé Méndez, Fidel Mogollón, Diego Lara, and Jorge Ramos.
The initialists emphasized that the political and electoral participation of people with disabilities is supported by the United Nations (UN) Convention on the Rights of Persons with Disabilities and the Mexican Constitution, which oblige the State to guarantee their rights under equal conditions.
They noted that while federal and state laws provide specific protections for this sector, in practice they still face exclusion and violations of their rights .
To address this omission, Congress held a nationwide public consultation. This consultation included the participation of more than a thousand people with different types of disabilities, as well as their families, caregivers, and civil society organizations.
Those consulted agreed on the urgency of ensuring its political inclusion, which is why it was proposed to reincorporate the text into Article 139, now in compliance with the SCJN ruling.
