Clashes between Palestinians and the Israeli army in the West Bank... and a settlement plan in Hebron

The official Voice of Palestine radio station reported that the occupation army stormed the towns of Qabatiya and Zababdeh, south of Jenin city in the northern West Bank, noting that clashes broke out in the town of Qabatiya, during which the occupation soldiers fired bullets at the young men.

The radio station noted that clashes also broke out with the occupation army during its raid on the city of Tubas, amid gunfire from Israeli soldiers.

In this context, the Palestinian news agency WAFA reported that the occupation army stormed the city of Tubas from its northern entrance with several military vehicles, and infantry forces spread out in several neighborhoods of the city, and raided one of the houses, without any arrests being reported.

The Israeli army stormed several villages and towns in the Qalqilya governorate, including the town of Azzun south of the city, and the villages of Kafr Laqif, Amatin and Hajja to the east, without any arrests being reported, according to the Wafa news agency.

In the central West Bank, the official agency said that "the occupation army stormed the town of Turmus Ayya, northeast of Ramallah, without reporting any arrests."

Regarding settler attacks, the official radio station said that settlers attacked Palestinian vehicles with stones near the town of Tuqu’ south of Bethlehem, in the southern West Bank, while the Al-Baydar human rights organization said that settlers established a new settlement outpost west of the village of Bardala in the northern Jordan Valley.

She added in a statement that the outpost is about one kilometer away from the village houses, on land owned by the people of Bardala, whose owners possess official documents proving their ownership of it.

The statement quoted the organization's general supervisor, Hassan Mleihat, as saying that "a group of settlers arrived at the site in the evening, accompanied by vehicles and trucks loaded with cows and equipment. They began unloading the livestock, setting up a number of tents, and placing water tanks and metal fences, in a move that indicates an intention to turn the site into a permanent settlement farm."

He added that "the settlers prevented the farmers from approaching the area, amid a state of fear and tension among the residents who fear the confiscation of more surrounding agricultural lands."

Northeast of Ramallah, the organization said in a separate statement that settlement expansion operations were observed on farmers’ lands in the Jaba’it area, east of the village of Al-Mughayyir.

She added that these operations included "plowing dozens of dunams and paving new settlement roads (...) as part of a series of measures aimed at expanding control over local agricultural lands, which increases pressure on farmers and affects their daily agricultural activity."

Meanwhile, the Hebron municipality revealed a new settlement plan that Israeli authorities are seeking to implement in place of a Palestinian market south of the city, which it considered a blatant attack on its powers and said it would object to the decision.

The municipality said in a statement that "the Israeli authorities, through the Planning and Building Committee of the Civil Administration of the Israeli army, announced a new settlement plan to build two buildings on the land of the central vegetable market (the old market)."


She stated that the plan includes "the construction of 63 residential units distributed across two buildings with a height of 6 floors above ground, and two underground garage floors, in addition to a third building consisting of 3 floors that includes educational classrooms, a library and a synagogue, with a total area estimated at about 12,500 square meters."


The market was used for selling vegetables, before Israel closed it to Palestinians following the Ibrahimi Mosque massacre, which was carried out by settler Baruch Goldstein on February 25, 1994, and resulted in the martyrdom of 29 Palestinians and the injury of at least 125 inside the mosque.


The municipality considered this announcement "a blatant attack on its powers, a clear violation of the interests of the city and its residents, and a violation of the principles of international humanitarian law, which prohibits the confiscation, exploitation, or demolition of Palestinian property without justification."


She said that she "will take all available legal measures to challenge the decision within the specified timeframe, in order to protect the rights of citizens and safeguard the public interest of the city."


It called on the international community, human rights organizations, and the United Nations Educational, Scientific and Cultural Organization (UNESCO) to "intervene immediately to stop these repeated attacks on Palestinian property and to ensure the protection of the rights of the Hebron municipality and the city's residents."


According to a report issued Monday by the Palestinian Government Communication Center, settlers carried out 105 attacks, while the army carried out 346 attacks in the West Bank from October 27 to November 2.


These violations are part of an Israeli escalation that, over the past two years, has resulted in the martyrdom of 1,065 Palestinians, the injury of about 10,000, and the arrest of more than 20,000, including 1,600 children in the West Bank, including Jerusalem.
