In a joint statement published by the Egyptian Foreign Ministry, it said: "The mediators, the Arab Republic of Egypt, the State of Qatar, and the Republic of Turkey, welcome the completion of the formation of the Palestinian technocratic committee to administer the Gaza Strip, headed by Dr. Ali Abdel Hamid Shaath."
The technocratic committee that will oversee daily life in the Gaza Strip is one of the items in US President Donald Trump’s plan to manage the Strip after a war of extermination launched against it by Israel with US support on October 8, 2023, which lasted two years.
Long experience
Shaath hails from Khan Younis in the southern Gaza Strip and currently resides in the occupied West Bank. He has extensive experience in economic planning, development, and reconstruction, and his career has encompassed government service, executive management, and development consulting.
In 1989, Shaath received his PhD in Civil Engineering from Queen's University Belfast in the United Kingdom. His studies focused on infrastructure planning and urban development, areas that formed the core of his professional work.
Shaath is known for his expertise in economic development, infrastructure planning, post-conflict reconstruction policies, industrial policies, and cross-border economic integration.
This background places him on the list of Palestinian experts nominated to manage complex files related to restarting vital facilities and the economy in highly fragile environments.
Multiple positions
Shaath held prominent governmental and executive positions in the Palestinian Authority, including:
• Former Deputy Minister of Planning
• Assistant Undersecretary at the Ministry of Planning and International Cooperation since 1995, and contributed to the preparation of development policies and cooperation programs with international donors.
• Undersecretary of the Ministry of Transport and Communications for several years, and participated in the strategic planning of infrastructure and transport projects.
• Chief Executive Officer of the Palestinian Industrial Estates and Free Zones Authority (PIEFZA), where he played a pivotal role in developing Palestinian industrial cities and zones, and participating in signing cooperation agreements with academic institutions and international bodies to support the industrial sector.
• He worked as a government and academic consultant and international project manager in the fields of economic development and infrastructure.
During the war of extermination, Israel destroyed 90% of the infrastructure in the Gaza Strip, with reconstruction costs estimated by the United Nations at about $70 billion. It also killed more than 71,000 Palestinians and injured more than 171,000, most of them children and women. This committee will be under the supervision of the so-called “Peace Council,” headed by Trump, as part of a plan he announced in September 2025, which also includes the deployment of an international stabilization force in Gaza.
The announcement of Shaath's name came after a meeting of Palestinian factions in the Egyptian capital, Cairo, amid continued Israeli escalation and a delay in moving to the second phase of the ceasefire agreement.
The first phase began on October 10, 2025, but Israel violates the agreement daily, resulting in the deaths of 447 Palestinians and injuries to 1,246 as of Tuesday, according to the Ministry of Health.
It also prevents the entry of the agreed-upon amount of food, medicine, medical supplies and shelter materials into Gaza, where some 2.4 million Palestinian citizens, including 1.5 million displaced people, live in catastrophic conditions.
