The National Committee for the Administration of Gaza considered that the statements issued from within the sector regarding the readiness to hand over all public institutions pave the way for enabling the committee to fully assume its responsibilities in managing the transitional phase.
The committee stated in a statement that "the data and statements issued from within the sector regarding the readiness to hand over the management of all public institutions and facilities in Gaza represent a step that serves the interests of the citizen."
On Thursday, the Government Media Office in Gaza renewed its call for the National Committee for the Administration of the Sector to come urgently in order to begin its tasks in the sector, while the office and the Hamas movement have repeatedly announced their readiness to facilitate the work of the committee.
The committee added that these statements pave the way for it to assume its responsibilities "fully in managing the transitional phase," considering that "the declaration of readiness for an organized transition is a pivotal step to begin exercising its duties as a transitional administration for the sector, and a real opportunity to stop the humanitarian deterioration and preserve the resilience of citizens who have suffered great pain throughout the past period."
She explained that it is impossible for her to effectively fulfill her responsibilities in the sector unless she is granted the full administrative and civil powers necessary to perform her duties, in addition to her police duties.
The committee did not specify in its statement when it would begin its work from the Gaza Strip, as it had previously announced the start of its work from the Egyptian capital, Cairo, in mid-January.
The entry of the committee members requires field and security coordination through the crossings under Israeli control, while no official statement has been issued by the committee explaining the reasons for the delay in their entry, and Israel has not commented on this matter.
The committee stated that its efficient and independent operation, after being truly empowered in Gaza, would "open the door to serious international support for reconstruction efforts, pave the way for a full Israeli withdrawal, and contribute to the restoration of normal daily life."
She said: "Our priority now is to ensure the unhindered flow of aid, launch the reconstruction process, and create the necessary conditions to strengthen the unity of our people. This path must be based on clear and specific understandings that are transparent, implementable, and follow-up-based."
The committee called on mediators and all concerned parties to "expedite the resolution of outstanding issues without delay," stressing that "the Palestinian people cannot tolerate further delays," while the current stage requires "immediate action to ensure an orderly and credible transition."
For his part, Palestinian President Mahmoud Abbas stressed the need to remove all obstacles imposed by Israel to the implementation of the second phase of the Gaza agreement, during a speech delivered on his behalf by his PrimeMinister, Mohammed Mustafa, at the opening of the 39th annual African Union summit in Addis Ababa.

The letter stated: "We emphasize the need to remove all obstacles imposed by the Israeli occupation to the implementation of the arrangements related to the second phase of the agreement, including the work of the National Committee for the Administration of Gaza, in order to ensure the continuity of services, the organization of humanitarian efforts, and early recovery."

Abbas stressed that Israel “has killed more than 500 Palestinians (in the Gaza Strip) since the ceasefire until today, which threatens the sustainability of the ceasefire and undermines the implementation of its second phase.”

Despite the ceasefire agreement coming into effect on October 10, Israel is failing to fulfill its obligations, starting with halting military operations, then failing to adhere to the agreed withdrawal line, and finally failing to allow the entry of the agreed quantities of relief and medical aid and shelter materials and to open the crossings.

The second phase of the agreement, which Washington announced in mid-January, includes the start of reconstruction efforts, a further withdrawal of the Israeli occupation army from the sector, the establishment of an international stabilization force, and the disarmament of Hamas and the rest of the factions.

The agreement ended a war of genocide that Israel began on October 8, 2023, and which lasted for two years, leaving more than 72,000 Palestinian martyrs and more than 171,000 wounded, and massive destruction that affected 90% of the civilian infrastructure.

On a daily basis, Israel commits violations of the agreement by bombing and firing, resulting in martyrs and injuries among civilians.
