When reporters, including Agence France-Presse, who have been viewing this provision as a symbolic one, asked the Chinese minister about the provision, the Chinese minister did not hesitate to state that China has the right and the necessity to enforce it abroad.
Arslan stressed in his statement that it is impossible for China to carry out such illegal executions in democratic Western countries, but it is possible that they may be carried out in Central Asian and Middle Eastern countries, including Turkey. He reminded that public figure Abdukadir Yapchan was detained in Turkey for a long time at the request of China, and emphasized that China is providing legal means for such atrocities in countries under its influence. Arslan concluded his statement by stating that the restrictive measures against China in Western countries are not strict enough and that China is taking courage from this.
