The following is the text of the memorandum of understanding signed remotely by US President Donald Trump and Iranian President Masoud Pezeshkian on Wednesday evening to end the war in the Middle East:
The United States of America, the Islamic Republic of Iran, and their respective allies in the ongoing conflict, by signing this Memorandum of Understanding, declare an immediate and permanent cessation of hostilities on all fronts, including in Lebanon, and undertake henceforth not to initiate any war or military action against one another, to refrain from the threat or use of force against one another, and to guarantee the territorial integrity and sovereignty of Lebanon. The final agreement will confirm the permanent cessation of hostilities on all fronts, including in Lebanon, and the other provisions of this paragraph.
The United States of America and the Islamic Republic of Iran undertake to respect each other’s sovereignty and territorial integrity, and to refrain from interfering in each other’s internal affairs.
The United States of America and the Islamic Republic of Iran commit to negotiating and reaching a final agreement within a maximum period of 60 days, which may be extended by mutual consent.
Upon the signing of this Memorandum of Understanding, the United States of America will begin removing its naval blockade and any other inconveniences or obstacles imposed on the Islamic Republic of Iran, and will completely end the naval blockade within 30 days. During this period, the volume of shipping traffic will be commensurate with the pre-war traffic levels, which will be restored by the Islamic Republic of Iran. The United States of America also undertakes to withdraw its forces from the vicinity of the Islamic Republic of Iran within 30 days of the final agreement.
Upon signing this Memorandum of Understanding, the Islamic Republic of Iran will make arrangements and exert its best efforts to ensure the safe and toll-free passage of commercial vessels for a period of 60 days only, from the Persian Gulf to the Sea of Oman and vice versa. The passage of commercial vessels will commence immediately, and, taking into account the need for the Islamic Republic of Iran to remove technical and military obstacles and clear mines, this passage will be fully operational within 30 days. The Islamic Republic of Iran will engage in dialogue with the Sultanate of Oman to determine the future management of maritime services in the Strait of Hormuz, in consultation with the other coastal states of the Persian Gulf, in accordance with applicable international law and the sovereign rights of the littoral states of the Strait of Hormuz.
The United States, in cooperation with regional partners, undertakes to develop a final, mutually agreed plan of no less than $300 billion for the reconstruction and development of the economy of the Islamic Republic of Iran. The mechanism for implementing this plan will be finalized as part of the final agreement within 60 days. The United States will grant all necessary licenses, waivers, and authorizations for the related financial transactions.
The United States undertakes to terminate all forms of sanctions imposed on the Islamic Republic of Iran, including UN Security Council resolutions, IAEA Board of Governors resolutions, and all unilateral US sanctions, both primary and secondary, according to an agreed timetable as part of the final agreement. The Islamic Republic of Iran and the United States recognize the critical importance of the aforementioned sanctions termination and express their intention to address these issues immediately in negotiations with a view to reaching a mutual agreement on them.
The Islamic Republic of Iran reaffirms that it will not seek to acquire or develop nuclear weapons. The United States and the Islamic Republic of Iran have agreed to resolve the issue of the disposal of stockpiled enriched uranium by means of a mutually agreed mechanism, in accordance with the timeline outlined in Paragraph 7. The minimum requirement of this mechanism will be the dilution of uranium enrichment at the site under the supervision of the International Atomic Energy Agency. The parties have also agreed to discuss the issue of enrichment and other agreed-upon matters related to the Islamic Republic of Iran’s nuclear needs, based on a mutually acceptable framework to be agreed upon in the final agreement. The United States and the Islamic Republic of Iran recognize the critical importance of the above-mentioned nuclear issues and express their intention to address these issues immediately in the negotiations with the goal of reaching a mutually acceptable agreement on them.
Pending a final agreement, the United States and the Islamic Republic of Iran agree to maintain the status quo. The Islamic Republic of Iran will maintain the status quo of its nuclear program, and the United States will not impose any new sanctions or deploy additional forces to the region.
The United States of America undertakes that, immediately upon the signing of this Memorandum of Understanding and until the sanctions are terminated, the U.S. Treasury Department will issue waivers for the export of Iranian crude oil, petroleum products, derivatives, and all related services, including banking, insurance, transportation, etc.
The United States undertakes to make available to the Islamic Republic of Iran the funds and assets that are frozen or restricted, immediately upon implementation of this Memorandum of Understanding. The United States and the Islamic Republic of Iran will mutually agree on the procedures for releasing these funds during negotiations. These funds, whether remaining in the original account or being transferred, shall be fully available for use in making payments to any end beneficiary designated by the Central Bank of the Islamic Republic of Iran. The United States undertakes to issue all necessary licenses and authorizations to facilitate this.
The United States of America and the Islamic Republic of Iran agree to establish an enforcement mechanism to monitor the successful implementation of this Memorandum of Understanding and future compliance with the final agreement.
Paragraph 13 – After the signing of this Memorandum of Understanding, and subject to the commencement of implementation of paragraphs 1, 4, 5, 10 and 11 thereof, and the continued implementation of these measures, the United States of America and the Islamic Republic of Iran shall commence negotiations on the final agreement exclusively with regard to the other paragraphs.
The final agreement shall be adopted by a binding resolution of the United Nations Security Council.
