Iran’s permanent ambassador to the United Nations, Amir Saeed Irvani, warned that his country would not consider itself bound to implement its commitments under the memorandum of understanding if Washington continued to violate its pledges.

This came during a speech he delivered before the UN Security Council, in which he rejected the meeting held under the heading of "non-proliferation," considering it to lack any legal basis.

Irwani emphasized that Security Council Resolution 2231 expired on October 18, 2025, and therefore lost all its legal effect, rendering any discussion of it under any pretext legally invalid. He asserted that any attempt to continue its application, whether based on Memorandum 507 or any other procedural justifications, constitutes a clear abuse of the Security Council's powers.

The Iranian ambassador accused the three European countries (France, Germany, and Britain) of lacking the legal standing to resort to the "snapback" mechanism for sanctions, noting that they had for years refrained from implementing their obligations under the Joint Comprehensive Plan of Action and Resolution 2231, and then supported illegal military attacks against Iran, including targeting its nuclear facilities under the safeguards of the International Atomic Energy Agency.

Irvani pointed out that the United States had once again violated its commitments by launching large-scale military attacks on July 7 and 8, targeting facilities in southern Iranian cities and a number of islands in the Gulf, considering this a serious breach of the Islamabad Memorandum of Understanding, under which Washington pledged to cease all military actions against Iran.

He stressed that the responsibility for navigation in the Strait of Hormuz, including its reopening and mine-clearing operations, rests "exclusively with Iran" under the memorandum, warning that any interference by external parties would be a violation of it, would delay the return of commercial navigation to normal, threaten maritime safety, and increase regional tensions.

Irvani concluded by saying that Iran remains committed to implementing the memorandum in good faith, provided the United States fully and sincerely fulfills its obligations. However, he warned: “If the United States continues to violate its commitments under the memorandum of understanding, Iran will not consider itself bound by its obligations therein.” He called on the Secretary-General and the Security Council to take effective measures to halt the United States’ aggressive actions and prevent any further escalation
