Carlos Cordeiro, chief adviser to FIFA president Gianni Infantino, resigned from his post on Friday with immediate effect in protest against a proposal to sell a stake in the World Cup.
Hours after FIFA issued a statement defending the project and insisting on its implementation, Cordero described the plan as "a bad deal for football."
Cordero said in a statement, "To be clear, I was not involved in this proposal and I categorically oppose it. It is a bad deal for FIFA's member associations, a bad deal for football, and a bad deal for the long-term future of the sport."
FIFA had announced a proposed project called (FIFA Forward Enterprise (FFE) aimed at transferring the management of tournaments organized by the International Federation to a new organization owned by FIFA in order to give national federations the opportunity to obtain a larger financial flow and investments that would help develop football in general.
This project sparked widespread criticism of FIFA after the European Football Association (UEFA) announced its complete rejection of the project and even threatened to boycott all tournaments organized by FIFA.
