U.S. Supreme Court Justice Sonia Sotomayor on Monday rejected a request by the Palestinian Authority and the Palestine Liberation Organization to suspend enforcement of a ruling that requires them to pay $655.5 million in damages in a civil case related to attacks that killed and wounded Americans in Israel between 2002 and 2004.
The request came pending a decision on an appeal against the decision to reopen the case, after years of its rejection.
The U.S. Supreme Court last year upheld a federal law allowing such lawsuits, and in March the U.S. Court of Appeals for the Second Circuit reinstated the ruling, based on the Supreme Court’s unanimous decision of June 2025, which upheld the “Promoting Security and Justice for Victims of Terrorism Act” of 2019.
The Palestinian Authority and the Palestine Liberation Organization said that implementing the ruling would cause serious financial damage and affect government services in the West Bank, noting that the plaintiffs intend to claim money from Palestinian tax revenues collected by Israel, a major source of funding for the Palestinian government.
