Jakarta - Director General (Dirjen) of Human Rights (HAM) of the Ministry of Law and Human Rights, Dhahana Putra, assessed that the plan to revitalize the Office of Religious Affairs (KUA) to become a center for religious services for all religions makes it easier to access public services for all people.

According to him, the KUA discourse which is projected as a place to register marriages for all religions is a positive breakthrough from the Ministry of Religion.

"Revitalizing the KUA as a place for registering marriages and carrying out marriages is certainly a breakthrough that should be appreciated because apart from making access easier, it also makes the KUA more inclusive in providing services to the public," said Dhahana in his statement in Jakarta, Saturday.

However, this plan certainly requires a comprehensive study from regulatory, bureaucratic and sociological aspects. The reason is that realizing the Minister of Religion's breakthrough requires practical work that is not simple.

Dhahana gave an example from the bureaucratic aspect, for example, marriage registration for people who embrace Christianity, Catholicism, Buddhism, Hinduism, Confucianism and believers is carried out at the population and civil registration service (Dukcapil).

Therefore, he highlighted that a number of regulations governing marriage also pose challenges for the KUA if it is to be revitalized as a place or registration of marriages for all religions.

"If it is necessary to revise a number of regulations to revitalize the KUA, we at the Directorate General of Human Rights are ready to become dialogue partners," he said.

He admitted that the Directorate General of Human Rights was indeed preparing human rights parameters in the process of drafting statutory regulations. The indicators used in human rights parameters include those related to inclusivity, equality and non-discrimination as well as service accessibility.

Dhahana also underlined the importance of building intensive communication with stakeholders. So, it does not give rise to misperceptions in society.

"What is also no less important, in discussing the revitalization of the KUA, it may also be necessary to listen to the aspirations of relevant stakeholders , especially religious organizations," concluded Dhahana.

Previously, the Minister of Religion, Yaqut Cholil Qoumas, stated that the KUA would be transformed into a place that not only serves Muslims, but will also serve as a place to register marriages for all religious communities.

"We have agreed from the start that we will make this KUA a center for religious services for all religions. KUA can be used as a wedding venue for all religions," said Yaqut in his statement in Jakarta, Saturday (24/2).

According to Yaqut, by developing the function of the KUA as a place to register marriages from religions other than Islam, it is hoped that marriage and divorce data in Indonesia can be more well integrated.
