These statements were made by Counselor Eleanor Hummes, Special Representative of UN Secretary-General António Guterres, during the start of a week-long hearing at the International Court of Justice to examine Israel's obligations towards the Palestinians in light of the blockade on aid entering Gaza since March 2.

"Israel, as an occupying power, must ensure the humanitarian needs of the territories under its control and administration in accordance with international law," Homishul said.She accused Israel of violating its obligations to protect UN personnel, emphasizing the UN's rejection of any interference by any state in the work of its agencies.

Homeshul warned that blocking the operations of the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) represents an illegal expansion of Israeli sovereignty over Palestinian territory, including East Jerusalem, and confirms its failure to comply with its international obligations.

She also stressed that respect for international law is essential to protect civilians and ensure that UN personnel are able to perform their duties without being exposed to unacceptable risks.

In response to the Israeli accusations against UNRWA, Homishul said, "We take seriously the allegations of violations of neutrality by some UN agencies, and the necessary investigations will be conducted to ensure their commitment to full neutrality."In January 2024, the International Court of Justice called on Israel to prevent genocide and ensure the entry of humanitarian aid into Gaza.

In March of the same year, at the request of South Africa, the court demanded additional measures to address the worsening famine in the Strip.

UNRWA announced on Sunday that its flour stockpile in the Gaza Strip had run out, while the World Food Programme confirmed on Friday that its food stockpile had been completely depleted, warning that the seven-week closure of the crossings represents "the longest siege the Strip has witnessed."

Since March 2, the Israeli occupation has imposed a comprehensive ban on the entry of medicine, food, fuel, and all humanitarian supplies into the Gaza Strip.
