The Palestinian Authority, which organized the visit, accused the Israeli army of firing live ammunition at the diplomatic delegation while it was in Jenin, after it released a video showing two Israeli soldiers pointing their rifles at a group of people. According to the Palestinian news agency WAFA, the delegation included diplomats from several countries, including France, Britain, Spain, Canada, Russia, Turkey, Brazil, India, Egypt, Chile, and Japan.
In international reactions, the Japanese government expressed regret over the incident and demanded an explanation from the Israeli side. Canadian Prime Minister Mark Carney also described the Israeli forces' firing during the diplomatic delegation's visit as "completely unacceptable" and demanded immediate clarification from Israel.
European Union foreign policy chief Kaya Kallas deemed the threat to the lives of diplomats unacceptable, while UN Secretary-General António Guterres called on Israeli authorities to conduct a "thorough investigation" into the incident.
In addition, several countries, including Germany, Belgium, Spain, Ireland, the Netherlands, Romania, Turkey, Jordan, and Saudi Arabia, have condemned the incident. Countries such as Italy, France, Spain, and Portugal also plan to recall their Israeli ambassadors to protest the incident.
In Latin America, Uruguay summoned the Israeli ambassador to explain the incident, while Mexico confirmed it would request official clarifications from Israel.
In the Arab world, the Saudi Ministry of Foreign Affairs issued a statement condemning the incident and calling on the international community to halt Israeli violations against civilians and diplomatic missions in the occupied Palestinian territories. It also called for Israel to be held accountable for these repeated violations.
The Qatari Ministry of Foreign Affairs stated that its country "condemns the Israeli occupation army's firing on an international diplomatic delegation during its visit to the Jenin refugee camp in the occupied West Bank, and considers it a violation of international laws, conventions, and diplomatic norms."
She called on "the international community to assume its moral and legal responsibilities, confront Israel's violations and transgressions of international law, and compel it to respect the 1961 Vienna Convention on Diplomatic Relations, which grants immunities to diplomatic missions."
For its part, the Egyptian Foreign Ministry affirmed that Cairo "absolutely rejects this incident, which is contrary to all diplomatic norms," and demanded that "the Israeli side provide the necessary clarifications regarding the circumstances of the incident," noting that Egyptian Ambassador to Ramallah Ihab Suleiman was present with the delegation.
The Jordanian Ministry of Foreign Affairs stated that the Kingdom "condemns in the strongest terms the Israeli occupation forces' firing at a diplomatic delegation comprising more than 25 Arab and European ambassadors, including the Jordanian ambassador to Ramallah, Issam Al-Badour," and considered it "a clear violation of international law and international humanitarian law, and a crime that contravenes all diplomatic norms."
For its part, the United Nations expressed its concern over the incident, stressing that the safety of diplomats must be respected while carrying out their duties and that any use of force against them is unacceptable. It called on the Israeli authorities to conduct a comprehensive investigation into the incident and publish the results transparently.
In a comment on the incident, the Israeli occupation army claimed that the delegation had deviated from the approved route during its visit to the city of Jenin, necessitating the firing of "warning shots" to keep it away from "an active combat zone." The army claimed that no injuries occurred.
Earlier on Wednesday, the Israeli army opened fire on a delegation of 35 diplomats visiting the Jenin refugee camp in the occupied West Bank, despite the visit being coordinated with the Israeli military.
Since January 21, 2025, the occupation army has continued its military aggression in the northern West Bank, beginning with the city of Jenin, its refugee camp, and surrounding towns, and then expanding to the city of Tulkarm on the 27th of the same month.
In parallel with the genocidal war in the Gaza Strip, the Israeli occupation army and settlers have escalated their attacks in the West Bank, including East Jerusalem, resulting in the deaths of at least 969 Palestinians, the injury of approximately 7,000 others, and the arrest of more than 17,000 people, according to Palestinian data.
Since October 7, 2023, Israel, with full American support, has been committing genocide in Gaza, leaving more than 175,000 Palestinians dead or wounded, most of them children and women, and more than 11,000 missing, in addition to hundreds of thousands displaced.
