Tijuana, December 18. The State Government plans to build an elevated highway of just over 12 kilometers in the area of Periférico Libramiento Sur, 5 and 10 and Otay, which will be concessioned to private individuals, will be tolled and high-speed, for which it issued a "declaration of necessity" in the Official State Gazette. on December 9.
At her weekly press conference this Wednesday, Governor Marina del Pilar Ávila Olmeda confirmed that the project has been in the works "for quite some time, to continue improving mobility in the municipality of Tijuana," and argued that the intention is to reduce travel times and improve the quality of life for families in this municipality, which "has grown tremendously" and is increasingly receiving more vehicles and residents, thus requiring more infrastructure, public works, and programs.
According to the declaration of need published in the Official State Gazette , the elevated highway will begin at the Distribuidor Morelos interchange, where there are entrance and exit gates to the planned roadway, and will have 12 exits and 11 entrances until reaching Garita de Otay Boulevard, from where it will return to the starting point. The toll collection—the amount of which is not specified—would be electronic so that users would not have to stop completely.
It indicates that the project was submitted by private individuals interested in the concession and is "technically feasible and consistent with the objectives of the current State Development Plan. It will bring substantial benefits to road mobility in the city of Tijuana, reducing travel times and improving intermunicipal communication in the metropolitan area between Tecate, Tijuana, Rosarito, and San Diego."
