Mexicali, August 13 – For municipalities to have better control and boost their development, they need to have control over their water utility agencies, said Governor Jaime Bonilla Valdez.
"If there's no control over water agencies, city councils have no control over urban sprawl; they must have control in order to efficiently manage the water network," he said.
The state governor cited the work done in Chulavista as an example, where he was given control of the water authority and, as a result, became one of the most important cities in California.
"For years, CESPM resources went directly to the State and were used for other purposes; there was no transparency... They were the source of PAN campaigns. Today, under my administration, city councils have a historic opportunity to take control and spur their development," he added.
