Rosarito Beach, April 1. It will be difficult to find the owner of the two horses involved in this morning's accident on the Tijuana-Playas de Rosarito scenic highway because the animals did not have the identifying brand of the ranch they belong to.
José Félix Ochoa Montelongo, secretary of the Rosarito City Council, stated that before the accident, there were no reports of the animals wandering near the road and that the only information available was through social media.
He explained that in Rosarito Beach, there is a "field judge," who is responsible for handling matters related to livestock and animals that must have a brand identifying their ownership.
