Tijuana, February 21.- Crime rates have skyrocketed in recent years due to a lack of oversight by police forces and training for Public Ministry personnel, which allows suspected criminals to be released quickly, according to legal consultant and activist Esteban Capella Ibarra.
In an interview, he argued that without adequate oversight by public security forces, it is difficult for people who commit crimes to be arrested and brought to justice.
"Who really knows what the municipal police or the National Guard are doing?" he questioned, asserting that in addition to the lack of oversight of their work, these security agencies also fail to coordinate with others, which diminishes their effectiveness.
Added to this is the fact that since June 2016, with the entry into force of the Accusatory Criminal System, it has become necessary for public prosecutors to have expert witnesses in various fields, but in reality, this is not the case, he lamented.
