Mexicali, August 18. Representative Alejandrina Corral Quintero presented an initiative to give city councils the power to appoint or remove municipal public security officials, in addition to making it mandatory for them to submit a report on the results of any dismissal or resignation.
The proposal aims to reform the State's Municipal Regime Law, which was referred to the Municipal Strengthening Commission, the Baja California Congress announced in a press release.
"It underscores the importance of extending the obligation of accountability to cases of removal or resignation of public servants, especially when it involves agencies responsible for municipal public safety," he stated.
Public safety is a very sensitive issue for Baja Californian society, he indicated, arguing that in the first half of the year, in the municipalities of Tijuana and Mexicali alone, the perception of insecurity was 78.2 and 68.7 percent, respectively, according to data from the National Institute of Statistics and Geography (INEGI).
Corral Quintero, a member of the National Action Party (PAN), stated that "we must move forward in strengthening our legal system to develop an effective accountability process that allows for public scrutiny of data and results regarding the performance of public servants."
It is necessary to understand the current situation of the departments and not allow the incumbents, as well as those responsible, to leave their positions without being accountable to society under the pretext of resigning "for personal reasons," he warned.
According to the statement, he noted that in the case of resignations, in most cases they are not submitted by the person's own will, but rather are forced by political issues, pressure from society due to complaints of inefficiency in the position, or other reasons.
He explained that, in addition, having accurate information on the situation and problems facing public safety in each municipality will allow mayors to pay special attention to the profile that the next person in charge of that department must meet.
