Taiwan's 2025 Han Kuang exercises will feature its first large-scale "city resilience drill," assuming the PLA has already landed. However, before this scenario unfolds, is the CCP perhaps more eager for a bloodless "Beijing model"? A previous Taiwanese civilian military scenario envisions the PLA surrounding Taiwan without attacking it, attempting to cut off Taiwan's external communications and supply chains, seize outlying islands, and ultimately undermine Taiwan's will to resist.
