The Palestinian News Agency, WAFA, indicated that this decree comes within the framework of preparations for the international summit-level peace conference next September to implement the two-state solution, stating that "the committee is a legal reference for drafting the interim constitution, in line with the Declaration of Independence, the principles of international law, international legitimacy resolutions, international human rights conventions, and relevant international agreements."
She stressed that this "is a prelude to the establishment of the State of Palestine and its institutions through the preparation of a draft constitution that consolidates the constitutional foundations of a democratic system of government, based on the rule of law, the separation of powers, respect for and protection of public rights and freedoms, and the peaceful transfer of power."
She continued: "Based on the presidential decree regarding the formation of the interim constitution drafting committee, President Abbas issued a decision appointing the committee's chairman and members. The committee includes a number of national, political, and community figures, as well as legal and constitutional experts, while taking into account civil society and gender representation. The presidential decree stipulates the formation of specialized technical committees in their respective fields of work, and the organization of their formation, work, and meetings in accordance with the internal regulations."

WAFA stated that "in order to ensure broader communication among all sectors and segments of Palestinian society, both at home and abroad, an electronic platform will be established to receive proposals and interact with each other to arrive at the best interim constitution that represents the Palestinian people during this important transitional phase."
She noted that the committee is headed by Muhammad al-Haj Qassem, and includes Ziad Abu Amr, Ahmad Majdalani, Bassam al-Salihi, Muhammad Shtayyeh, Mahmoud al-Habbash, Wael Lafi, Farid al-Jallad, Muhammad al-Shalaldeh, Musa Hadid, Iman Nasser al-Din, Fadi Abbas, Mitri al-Raheb, Ammar Duwaik, Asim Khalil, Sanaa al-Sarghali, Lubna Katbeh, and Munir Salama as the committee’s secretary
