In a memorandum addressed by its leadership council chairman, Mohammed Darwish, the movement said it called for "pressure to halt the aggression and genocide in Gaza, the West Bank, and Jerusalem," according to a Hamas statement.

According to the statement, the movement addressed its memorandum to the foreign ministers of Arab and Islamic countries, influential states around the world, as well as the secretaries-general of the Arab League, the Organization of Islamic Cooperation, the African Union Commission, and the United Nations. It also held the Israeli government, headed by Benjamin Netanyahu, "fully responsible for the failure of ceasefire and prisoner exchange efforts."

The movement added that "the assassination attempt (in Doha) came one day after a meeting between a leadership delegation from the movement, including the negotiating delegation, and Qatari Prime Minister and Foreign Minister Mohammed bin Abdulrahman Al Thani, where the delegation received a new ceasefire proposal."

She explained that on the evening of September 9, 2025, Israeli aircraft targeted the home of the head of the negotiating delegation, Khalil al-Hayya, with several missiles, killing his son, Humam, his office manager, Jihad Labad, and three of his companions, in addition to a member of the Qatari security forces. Several members of his family were injured, while all members of the negotiating delegation survived.

The movement considered this "treacherous attack a flagrant violation of the sovereignty of Qatar, the mediating state in the negotiations," stressing that it "exerted maximum flexibility to stop the genocide, but the occupation government has consistently sabotaged every agreement through assassinations, adding conditions, and committing massacres."

The movement recalled that "Israel has reneged on the January 17, 2025, agreement and resumed its aggression with massacres, displacement, and starvation, despite the movement's full commitment to its terms."

On Tuesday, the Israeli occupation army launched an airstrike against the Hamas leadership in Doha. Qatar condemned the attack, reiterating its right to respond to the attack, which killed a member of the Qatari internal security forces.

In its memorandum, it affirmed that it is "an elected national liberation movement seeking to achieve the Palestinian people's rights to freedom and independence. Its leaders should not be considered military targets to justify the occupation's crimes." It warned that "the extreme right-wing Israeli government is opening a dangerous door to extremism and terrorism in the region and the world."

In the memorandum, it called on the international community and Arab and Islamic countries to exert pressure to halt the aggression and genocide, end "Israeli arrogance, hold Israeli leaders accountable for their crimes of genocide and violation of state sovereignty, and boycott Israel politically, economically, and isolate it internationally." It emphasized that "the Palestinian people's battle and resistance aims to liberate the land, establish an independent state with Jerusalem as its capital, and ensure the return of refugees."

With American support, Israel has been committing genocide in Gaza since October 7, 2023, leaving 64,871 Palestinians dead, 164,610 injured, most of them children and women, hundreds of thousands displaced, and a famine that has claimed the lives of 422 Palestinians, including 145 children.
