Mayor Ismael Burgueño promotes a citizen consultation for the 2025-2027 PMD



 Tijuana, November 10.- Since citizen participation is a key aspect in the decisions made by the XXV Tijuana City Council, the Mayor of Tijuana, Ismael Burgueño Ruiz, promotes the Citizen Consultation for the elaboration of the Municipal Development Plan 2025-2027, as a governing document and guide for municipal management.

"We invite the people of Tijuana to participate in this exercise. We are a government that listens to the voices of its citizens. Our goal is to transform the city and generate well-being for its people through shared responsibility, a responsibility shared by all. Therefore, let us move society and government forward together," the Mayor stated. 

IMPLAN / IMPAC

The Citizen Consultation for the 2025-2027 Municipal Development Plan is a coordinated effort between the Metropolitan Planning Institute (IMPLAN) and the Municipal Institute for Citizen Participation (IMPAC). This mechanism aims to allow citizens to present their proposals on various topics, so that they can be considered in the plans and projects contemplated by the municipal administration. 

In this regard, from November 5 to 26 of this year, 25,000 public consultations are planned, both physical and digital, to gather citizen opinions and strengthen the 2025-2027 Municipal Development Plan on topics such as infrastructure and mobility, well-being for all, sustainable economic development, peacebuilding, and science and technology.
