Tijuana, May 2.- The municipal agents recorded while beating electromechanical engineer Jorge Luis Cabrera Vélez, who was found dead hours later, remain active although they are under investigation, revealed the Secretary of Security and Citizen Protection of Tijuana, Fernando Sánchez González.
"They are not suspended; they are currently under investigation, and we are gathering information, but at this time, they are not suspended," he said Monday when asked about the events that occurred last Friday in the El Niño neighborhood and the Margaritas subdivision.
He justified the actions of the two officers featured in the video of alleged police abuse, stating that it could have been a case of drug use. However, he neither confirmed nor ruled out whether this was the case and said that "we will be monitoring the results of the autopsy at the Prosecutor's office to determine the cause of death and whether this person had any other injuries."
He argued that "you know, when a person is under the influence of drugs, it's more difficult to control and subdue them than a normal person, because of the strength they have at the moment and the strength they display. However, we don't want to indulge in speculation. We are investigating internally within the Secretariat and are also collaborating with the Prosecutor's Office and the State Human Rights Commission."
