Tijuana, August 18.- The Ministry of National Defense preliminarily activated Plan DN-III-E in Baja California in anticipation of Hurricane Hilary, while the state government reported that, in collaboration with all municipalities, 80 shelters with capacity for more than 9,000 people are ready.
An extraordinary session of the State Civil Protection Council—the body designated to address safety and damage prevention issues—was held on Friday morning. The council will remain in permanent session throughout the contingency. It was announced that San Quintín and Ensenada—especially Isla de Cedros—will be the municipalities most affected by the hurricane's impact. It was also stated that activities will be partially suspended throughout the state on Saturday and will be fully closed on Sunday and Monday.
Governor Marina del Pilar said the strongest winds and rain are expected on Sunday afternoon.

President Andrés Manuel López Obrador announced today at his morning press conference that the Ministry of National Defense has preliminarily activated Plan DN-III-E.
