Agence France-Presse reported that the draft resolution, which will be put to a vote on Thursday afternoon, calls for an end to restrictions on the entry of humanitarian aid into the Gaza Strip.

It also calls for an "immediate, unconditional, and permanent ceasefire in Gaza," as well as the immediate and unconditional release of detainees.

In late August, elected members launched discussions on the draft resolution in response to the UN's official declaration of famine in the Gaza Strip. The first version of the text called for the immediate removal of all obstacles to the entry of aid.

However, diplomatic sources, according to Agence France-Presse, reported that France and the United Kingdom expressed skepticism about the feasibility of a purely humanitarian resolution issued by a body designed to maintain global peace and security, something the United States could obstruct in any case.

The United States has previously rejected similar draft resolutions put to a vote in the Security Council, most recently in June when it used its veto to protect its ally, Israel.

The previous veto sparked anger among the other 14 members of the Security Council, who are increasingly expressing frustration at the failure to pressure Israel to end the plight of the people of the Gaza Strip.

The Security Council consists of 15 members, five permanent members with veto power: the United States, Russia, China, the United Kingdom, and France, in addition to 10 non-permanent members elected every two years.

The Security Council is the only body in the United Nations system with the authority to make binding decisions and impose sanctions.

Earlier on Tuesday, UN Secretary-General António Guterres expressed his belief that reforming the Security Council "makes a lot of sense," noting that the Council has a structure that is more suited to the world of 1945 than today's, and that this creates not only a legitimacy problem but also an efficiency problem.

He noted that there are proposals to restrict the veto power of permanent members in cases of gross human rights violations or other dramatic events, but he stressed that taking these proposals seriously is also the responsibility of member states.

With American support, Israel has been committing genocide in Gaza since October 7, 2023, leaving 65,062 Palestinians dead and 165,697 injured, most of them children and women, and a famine that has claimed the lives of 428 Palestinians, including 146 children.
