The release of the aforementioned public versions—which appear redacted on many of their pages to prevent the disclosure of names, positions, or other information— was ordered last November by the National Institute for Transparency, Access to Information, and Protection of Personal Data (INAI) .

After delaying compliance with the order of said body for months, the FGR finally released the list and statements of a total of 22 active and retired Pemex officials, including its former director, Emilio Lozoya Austin , as well as representatives of Odebrecht and private individuals summoned to appear before the Public Ministry between 2017 and 2018.

Order of the INAI

Although the INAI instructed the FGR to publish the entire investigation file, the agency only published information related to two requests for information submitted by individuals on its website.

The publication of all investigations into the case was ordered by the INAI as the culmination of a series of decisions dating back three years , in which the institute has declared itself in favor of opening the investigations, decisions in response to which the Attorney General's Office filed injunctions that were not granted.
