  Finance Minister Purbaya Yudhi Sadewa said the proposed salary increase for state civil servants (ASN) or civil servants (PNS) in 2026 depends on financial performance developments in the first quarter.

"We will see what our financial condition is like," Purbaya said at a media briefing in Jakarta on Wednesday.

Purbaya stated that efforts are currently underway to synchronize policies to monitor developments in fiscal realization, including the distribution of government spending.

The Minister of Finance will set a spending strategy after reviewing performance in the first quarter.

"I'm still waiting for another quarter to see how our economy is actually heading, with it being more in sync than before. Only then can we discuss issues that impact government spending," he added.

Previously, Purbaya added Rp7.66 trillion to the regional government's general allocation fund (DAU) budget for the payment of holiday allowances (THR) and the 13th salary for ASN teachers.

This regulation is stated in the Decree of the Minister of Finance (KMK) Number 372 of 2025 concerning Changes to the Details of the General Allocation Fund (DAU) for the 2025 Fiscal Year.

In detail, the additional DAU allocation for THR is set at IDR 3.80 trillion, while the allocation for the 13th salary is IDR 3.86 trillion.

The additional budget is allocated for regional ASN teachers whose basic salaries are sourced from the Regional Revenue and Expenditure Budget (APBD) and do not receive additional income.

Details of the additional DAU allocation are determined per province, district, and city as listed in the attachment to KMK 372/2025.

Regional governments are required to budget and realize the payment of THR components and the 13th salary to each regional ASN teacher in the 2025 budget year in accordance with applicable provisions.

If the regional government has not realized all payments by 2025, the remaining payments must be budgeted and distributed in the following fiscal year.

The additional budget will be disbursed in December 2025. Regional governments are asked to submit reports on the realization of THR payments and the 13th salary for regional ASN teachers to the Minister of Finance through the Directorate General of Fiscal Balance with a copy to the Directorate General of Regional Financial Development of the Ministry of Home Affairs no later than June 30, 2026.
