Rooney made the statement after witnessing Rice's impressive performance with Arsenal firsthand.
"For me, he (Rice) is the guy who is probably waiting for Harry to hang up his boots one day," Rooney said on The Wayne Rooney Show, as quoted.
The Manchester United legend rated Rice as outstanding as Arsenal beat Everton 1-0, with his contribution visible throughout the pitch.
He has been directly involved in seven Arsenal goals in all competitions, with two goals and five assists. His contributions have helped the Gunners lead the Premier League and Champions League this season.
