The Ministry of Communication and Digital has launched Ministerial Regulation Number 7 of 2026, which will begin implementing biometric-based mobile number registration to curb online fraud.
"We hope this policy will improve customer registration management across the board and enhance the quality of national telecommunications services. This is not only for security but also to strengthen telecommunications services for consumers," said Communications and Digital Minister Meutya Hafid.
Through this system, SIM card registration uses facial verification linked to the National Identification Number (NIK). This eliminates the possibility of using disposable numbers, which are often used for scams , phishing , and OTP abuse.
Meutya highlighted the threat of digital crimes such as fraud, spam calls , smishing , and SIM swap fraud due to the use of unvalidated mobile numbers.
