Israeli airstrikes and shelling on Gaza... Hebrew reports claim preparations for withdrawal from areas in Rafah
Local sources reported that Israeli artillery shelled the eastern areas of Gaza City, within the areas under the control of the occupation army according to the agreement.
An Israeli fighter jet also launched an attack on a target in the northern Gaza Strip, while a helicopter fired towards the eastern areas of Jabalia town in the north.
In the southern part of the Gaza Strip, an Israeli airstrike targeted the city of Rafah, coinciding with army vehicles firing north of the city, which is entirely under its control.
Since the ceasefire agreement came into effect, Israel has committed hundreds of violations by bombing and firing, resulting, according to Palestinian data, in the martyrdom of 439 Palestinians and the injury of 1,223 others since October 11.
The agreement ended a war of extermination that Israel began on October 7, 2023, and which lasted for two years, leaving more than 71,000 Palestinian martyrs and 171,000 wounded, most of them children and women, and massive destruction that affected 90% of the civilian infrastructure.
In a related context, the Hebrew newspaper Haaretz claimed on Friday that the occupation army is preparing to withdraw from some areas in the city of Rafah in the southern Gaza Strip, as part of field arrangements aimed at establishing a new city that can accommodate about 20,000 Palestinians who will be transferred from other areas in the Strip.
The newspaper said that these estimates are based on satellite images and field data collected during the past weeks, noting that bulldozing and leveling work has been completed since last December north and east of Rafah, which may indicate that the land is being prepared for future uses.
Haaretz quoted unnamed Israeli security sources as saying that the political echelon has not yet issued a final decision on the actual withdrawal from those areas, nor has it directed the army to move to the second phase of the ceasefire agreement, amid political hesitation despite the ongoing military preparations.
The newspaper noted that the Israeli security establishment links any withdrawal or large-scale field change in Rafah to broader political and security developments, especially those related to the ceasefire agreement and the future of security and humanitarian arrangements in the southern Gaza Strip.
In July 2025, Israeli Defense Minister Yisrael Katz revealed the outlines of a new plan to establish what he called a "humanitarian city" made up of tents on the ruins of the city of Rafah, which includes transferring hundreds of thousands of Palestinians to it in the first stage after they undergo a strict security check, on the condition that they are not allowed to leave it later.
According to the official Hebrew Broadcasting Authority at the time, the alleged city would be built between the Philadelphi and Morag axes in the southern Gaza Strip, and in the next stage, all Palestinians in Gaza would be gathered there, before activating mechanisms to encourage what it claims is a "voluntary migration" of Palestinians there, which provoked the disapproval and rejection of several countries and human rights organizations.
Israel has repeatedly tried to push for the displacement of Palestinians from Gaza, but Arab, Islamic and Western countries reject this move and warn against liquidating the Palestinian cause.
On September 29, 2025, Trump announced a 20-point plan for peace and an end to the war in Gaza, including: the release of Israeli prisoners, a ceasefire, the disarmament of Hamas, an Israeli withdrawal from the Gaza Strip, the formationof a technocratic government, and the deployment of an international stabilization force.

On November 18, 2025, the UN Security Council adopted a US draft resolution on ending the Israeli war, allowing for the establishment of a temporary international force in Gaza until the end of 2027, to achieve stability under a unified command acceptable to the Council.
