This came after Israeli National Security Minister Itamar Ben-Gvir stormed Ofer prison near Ramallah on Friday, with Channel 7 Hebrew reporting that the raid included the firing of stun grenades in front of the Palestinian prisoners' cells.

Hamas said in a statement that what the Israeli media broadcast about the "brutal" abuse operations constitutes "a blatant challenge to international humanitarian laws concerning prisoners," considering that international silence encourages the occupation to continue its practices inside prisons.

The movement added that these measures represent an extension of the "war of extermination and ethnic cleansing" against the Palestinians, calling on international institutions and governments to take action to stop the "crimes of the occupation inside prisons."

During his tour, Ben-Gvir said that the changes made to the prisons were "not enough," announcing his intention to promote a "death penalty" law for Palestinian prisoners.

In November 2025, the Israeli Knesset voted in the first reading on a bill submitted by the Jewish Power party, headed by Ben-Gvir, which stipulates the imposition of the death penalty in specific cases, provided that the bill is subject to two additional readings before it becomes effective.

Since Ben-Gvir took office at the end of 2022, the conditions of Palestinian prisoners in Israeli occupation prisons have deteriorated significantly, according to Palestinian, Israeli and international reports, which warned of escalating campaigns of torture and ill-treatment, especially since October 2023, coinciding with the war on the Gaza Strip.

According to Palestinian data as of February 5, more than 9,300 Palestinian prisoners, including 350 children, are being held in Israeli prisons, subjected to violations including torture, starvation, and medical neglect.
