DRC: American James Swan takes command of MONUSCO

James Swan is the new head of MONUSCO, the United Nations Organization Stabilization Mission in the Democratic Republic of Congo. The American diplomat was appointed to the post on Thursday by UN Secretary-General António Guterres.

James Swan, who succeeds Guinean Bintou Keita, is not arriving in unfamiliar territory. He previously served as the United States ambassador to the DRC from 2013 to 2016.

Prior to his appointment as head of MONUSCO, the American diplomat served as the UN Secretary-General's Special Representative for Somalia and head of the United Nations transitional mission in the country.

Enforcing the ceasefire between the Congolese armed forces and the AFC/M23 rebels is his main mission as head of MONUSCO.

So, the implementation rate of the commitments made by Rwanda and the DRC to the United States on June 27 is only 23%, according to Tuesday's Africa Peace Agreements Barometer.
