Hamas announces meetings in Cairo to follow up on the first phase of the Gaza agreement

 


The movement said in a statement that it is conducting "numerous meetings and consultations in Cairo with mediators and Palestinian factions regarding the implementation of the remaining commitments of the first phase (Sharm El-Sheikh Agreement) and preparing for discussions on the arrangements for the second phase, in light of President (US Donald) Trump's plan."

She affirmed that she "dealt with the proposals presented with a high degree of responsibility and positivity in order to reach an acceptable agreement," stressing that she will provide "her response to the proposals after completing consultations with the leadership of the movement and the Palestinian factions."

The Palestinian movement expressed its interest in continuing negotiations with mediators to overcome obstacles to establishing a ceasefire with Israel.

On April 2, a Hamas delegation arrived in Cairo to follow up on the implementation of the ceasefire agreement in effect since October 2015, and to hold talks with the Egyptian leadership, according to a statement issued by the movement at the time.

These meetings come as the parties seek to finalize the ceasefire agreement, with the movement looking forward to the mediators playing their role in compelling Israel to implement what was agreed upon during the first phase.

The first phase, which came into effect in October 2025, included a ceasefire, an exchange of Israeli and Palestinian prisoners, the opening of the Rafah crossing, and the entry of aid into the Gaza Strip.

While Israel has reneged on many of its commitments, it has also violated the agreement with daily bombing and shooting, resulting in the martyrdom of 777 Palestinians and the injury of 2,193 others.

Despite the Israeli disavowal, Trump announced in mid-January the start of the second phase of his plan, which was approved by UN Security Council Resolution 2803 issued on November 17, 2025.

The second phase includes several key issues: “Forming a temporary technocratic committee to manage the sector, the reconstruction file, forming a peace council, establishing an international force, further withdrawal of the Israeli army from the sector, in addition to disarming Hamas.”

While the Peace Council was established, a Palestinian technocratic committee was formed to manage the sector (operating from Cairo), and the formation of the international force began, the focus of the discussion still revolves around the most prominent issues: "disarmament, withdrawal from Gaza, and reconstruction."

The agreement was reached two years after a genocidal war launched by Israel on October 8, 2023, with American support, which left massive destruction affecting 90% of civilian infrastructure, with reconstruction costs estimated by the United Nations at about $70 billion.
