The Ministry of Communication and Digital has opened a public consultation on the Draft Ministerial Regulation concerning guidelines for information and communication technology asset management for the Electronic-Based Government System and guidelines for SPBE service management.
According to a ministry press release received in Jakarta on Wednesday, the draft regulation was drafted in accordance with the mandate of Article 50 paragraph 5 and Article 54 paragraph 8 of Presidential Regulation Number 95 of 2018 concerning SPBE.
Evaluation of the implementation of SPBE shows that the implementation of information and communication technology (ICT) asset management and SPBE services in central and regional government agencies is not yet optimal.
The preparation of the RPM on the SPBE information and communication technology asset management guidelines and SPBE service management guidelines is aimed at optimizing the implementation of electronic-based government systems.
This RPM includes provisions regarding the planning, procurement, management, and disposal processes of ICT assets.
This draft regulation also contains provisions regarding the user service process, service operations, and management of SPBE applications so that they are managed effectively and in an integrated manner.
The Ministry of Communication and Digital Technology actively invites all elements of society, academics, and stakeholders to provide input in the regulation drafting process.
According to the ministry, active public participation is essential in drafting regulations on the implementation of SPBE that are effective, efficient, and sustainable, and capable of providing quality public services.
Public consultation on draft regulations on SPBE information and communication technology asset management guidelines and SPBE service management guidelines is open from April 22 to May 5, 2026.
