According to the newspaper, European capitals believe that the payment of fees should be voluntary and regulated by the International Maritime Organization of the United Nations.
Europe suggests considering the situation in the Strait of Malacca as a model to follow; crossing that waterway does not require paying fees, but countries and private companies make voluntary contributions to special funds that help coastal countries offset the costs of patrolling and ensuring environmental safety in it.
According to The Guardian, the Sultanate of Oman developed this proposal in collaboration with British lawyers.
The newspaper indicated that the Omani authorities are prepared to send their legal experts to Tehran to discuss the plan in detail.
