The results of an inspection by the Ministry of Communication and Digital in Surabaya, Gresik, Lamongan, and Sidoarjo show that all cellular operators have fully implemented biometric registration, with no SIM cards found that were activated using someone else's identity.
"In the past two days, we have not found any pre-registered cards or cards that have been activated using someone else's data or NIK. We also observed that compliance with the three operators has reached 100 percent," said Edwin Hidayat Abdullah, Director General of Digital Ecosystems at the Ministry of Communication and Digital Affairs, in a statement confirmed.
He explained that the inspection conducted by the Ministry of Communication and Digital Technology together with the Association of Indonesian Telecommunication Providers (ATSI) as well as Telkomsel, Indosat, and XL Smart ensured that the implementation of biometric registration had been running well at all locations visited.
An inspection conducted on July 8–9, 2026, showed that the registration system had been implemented comprehensively, ensuring that the SIM card activation process was carried out in accordance with regulations.
