The Ministry of Home Affairs prioritizes improving the governance of Papua's special autonomy funds

 






  Deputy Minister of Home Affairs  Ribka Haluk stated that improving the governance of Papua's special autonomy  funds is a government priority to ensure timely distribution, targeted distribution, and a real impact on public welfare.

Ribka made the statement while attending the Coordination Meeting on Improving Governance and Preventing Corruption of Special Autonomy Funds in the Provinces of Papua, West Papua, Southwest Papua, Central Papua, Highland Papua, and South Papua at the Papua Governor's Office Hall.

He explained that the results of the improvements were starting to be seen in the distribution of special autonomy funds for the 2025 budget year, which had been 100 percent realized.

Entering 2026, the Ministry of Home Affairs continues to strengthen governance through an integrated system with the Ministry of Finance and the National Development Planning Agency (Bappenas), which connects the planning, budgeting, reporting, monitoring, and evaluation processes, ensuring that the distribution of special autonomy funds is more accountable and timely.

He stated that by mid-2026, all provincial and district/city governments in Papua would have disbursed the first phase of special autonomy funds.

Currently, local governments are being encouraged to immediately fulfill the requirements for the second phase of disbursement, including submitting realization reports, performance reports, and preparing an accelerated action plan (RAP).

"2026 must be a milestone in the improvement of the governance of special autonomy funds. We will complete it on time. Once it's on time, the next target is to ensure it reaches the right targets and benefits. That's what we want to achieve together," he said.

Ribka also urged regional governments  to immediately finalize the draft budget (RAP), including the utilization of efficiency funds returned by the central government. Completing this document is crucial to avoid delays in the disbursement of the next phase of special autonomy funds.

He further emphasized that the Ministry of Home Affairs will continue to assist regional governments in strengthening the governance of special autonomy funds through the implementation of the 5T principle: accurate data, timely allocation, targeted allocation, appropriate management, and appropriate benefits.
