Egyptian President Abdel Fattah al-Sisi issued two new presidential decrees to allocate state-owned land in Qena Governorate for the implementation of service projects within the "Decent Life" initiative.
The Egyptian Official Gazette published Presidential Decrees No. 314 and 315 of 2026, relating to the allocation of state-owned land for the establishment of service and development projects in Qena Governorate.
Presidential Decree No. 314 of 2026 stipulated the allocation of a plot of land with an area of approximately 16.47 acres, equivalent to 69,204 square meters, in the vicinity of Al-Halfaya Bahri village, affiliated with Naga Hammadi Center in Qena Governorate.
The land was allocated to the National Authority for Drinking Water and Sanitation, to establish a dual treatment plant for the sanitation project, which aims to support the sanitation system in the village and the areas benefiting from it.
Presidential Decree No. 315 of 2026 also included the allocation of other plots of land from the private state property in Qena Governorate to the Ministries of Agriculture and Health, to implement projects that fall within the state’s plans to develop services in the targeted areas.
The new decisions come as part of the implementation of the presidential initiative “Decent Life”, which aims to improve the standard of living in Egyptian villages by developing infrastructure networks and facilities, in addition to supporting health, education, drinking water, sanitation and other basic services.
Qena Governorate is one of the Upper Egypt governorates that is witnessing the implementation of projects within the initiative, in line with the state’s direction towards improving the level of services and reducing development gaps between urban and rural areas.
