Hendry said industrial areas need to be viewed as economic ecosystems whose success is measured based on performance after operation, not solely on land area, number of buildings, or the number of companies within them.
"The Industrial Zone Bill should not only address how to develop the zone, but must also comprehensively address how the zone will generate efficient industry, productive investment, a resilient domestic supply chain, and real economic justice for the state budget and the surrounding community," Hendry said.
During the visit of the Working Committee for the Industrial Area Bill to the Wilmar Integrated Industrial Area , Serang Regency, Banten, Wednesday (23/9), Hendry said that the discussion of the bill needed to produce performance measures that could demonstrate the economic benefits of the area in concrete terms.
To that end, the Working Committee highlighted a number of indicators, including the percentage of productive land occupancy, realized investment value, local labor ratio, logistics cost efficiency, and transaction value in the local supply chain.
These five indicators are considered to provide an overview of whether industrial areas truly create economic activity or are merely oriented towards land use.
