The Financial Services Authority recorded that the pension fund inclusion rate in Indonesia in 2026 would only reach 5.10 percent.
This figure is considered relatively low compared to many other financial services sectors.
The Chairperson of the OJK Board of Commissioners, Friderica Widyasari Dewi, said at the 2026 Indonesia Pension Fund Summit that the figure reflects the expansion of participation, which is one of the challenges in strengthening the protection of the public's old age.
Expanding access to pension funds is especially necessary for informal workers and self-employed workers who have different income characteristics from formal workers.
"So, with more participants, larger contributions, and broader access, we hope pension funds will provide a larger and more stable long-term pool of money," said Friderica, also known as Kiki.
Kiki said that developing and deepening the pension fund industry requires collaboration between the government, the Financial Services Authority, employers and workers, associations, and organizers of mandatory and voluntary pension programs.
"Regarding collaboration, we certainly can't develop and deepen the pension fund industry market alone. We must collaborate," he explained.
According to him, there are four main challenges in expanding pension fund participation, namely literacy levels, people's ability to set aside income , access and participation , and trust.
To address these challenges, the OJK is encouraging the creation of new sources of growth by expanding participation among formal workers, self-employed workers, and informal workers.
The authorities are also encouraging the development of more flexible pension fund programs and products, expanding distribution channels through digital platforms, and strengthening partnerships within the pension fund ecosystem.
