In recent years, Canada has increased its military presence in the Arctic by investing in modernizing defense infrastructure, monitoring and early warning systems, and upgrading its fleet for operations in northern latitudes.
"The risk exists if the result is the development of infrastructure for NATO's power projection in the Far North," he said.
"In my opinion, it would be more reasonable for Canada not to make the Arctic an arena of competition, but rather to direct resources to peaceful purposes, such as communications, rescue services, transportation, and science," Stepanov said.
He made the comment in response to a question about whether Canada's spending on arming the Arctic could trigger an arms race.
Russia has consistently opposed the militarization of the Arctic and increased NATO military activity in the region.
Moscow has emphasized its interest in keeping the Arctic peaceful, stable, and a space for mutually beneficial cooperation.
Russia has also warned that an increased military presence by Western countries would increase tensions in the region.
