The European Parliament's statement last Thursday clearly classified the July 30th incursion into Ceuta as "hybrid warfare."
Manfred Weber, leader of the European People's Party visited occupied Ceuta on Monday and adopted a hardline stance towards Morocco as saying that "Morocco's failure to honor its commitments will have clear repercussions." Notably, he stated, "If the incursion into Ceuta had occurred in another country, the government of Pedro Sánchez would not have acted as it did," referring to the use of violence against the migrants.
The European People's Party holds a majority in the European Parliament and is the most influential party within the European Union institutions. This group was the one that sought to suspend the partnership agreement between Morocco and the European Union, and it was this group that insisted on considering Ceuta and Melilla as Spanish and European territories.
All these developments are occurring without Morocco announcing whether it has initiated the investigation it pledged to both Spain and the European Union. Indications of this may emerge during the anticipated meeting this week between Moroccan Foreign Minister Nasser Bourita and his Spanish counterpart, as saying that Morocco pledged to Madrid to confront any future incursions.
