This comes as parliament prepares to hold an emergency session today to grant the president the necessary constitutional authorization.
MP Mustafa Bakri, a member of the House of Representatives, said that the National Defense Council, headed by the President of the Republic, concluded its meeting and approved sending military forces and defining the mission assigned to them within the framework of the moves related to supporting the Kingdom of Saudi Arabia and protecting its security and stability.
Bakri confirmed via his account on the X platform that Parliament will hold an emergency session at 1:00 PM today to discuss the decision of President Abdel Fattah al-Sisi, President of the Republic and Supreme Commander of the Armed Forces, regarding sending Egyptian military forces to the Kingdom of Saudi Arabia on a defensive mission.
The member of parliament explained that the upcoming session is to discuss the presidential decision regarding the defense mission in light of regional developments and the challenges facing the security of the region.
Bakri stressed that Egypt has never abandoned its Arab role in protecting Arab national security, emphasizing that the Kingdom of Saudi Arabia represents a part of Egyptian national security.
He added that any threat to Saudi Arabia's security and stability constitutes a threat to Egypt, underscoring the depth of the strategic relationship between the two countries and the importance of joint coordination to confront regional challenges.
The session comes in response to President Abdel Fattah al-Sisi's call, announced during his speech at the graduation ceremony of new classes from the Egyptian Military Academy, for a parliamentary session to grant the necessary authorization to take defensive measures to support the Kingdom of Saudi Arabia should it request such support.
The President affirmed Egypt's readiness to take all necessary measures to support the Kingdom, emphasizing that Egypt's actions are aimed at defense and protection, not aggression against any party. This underscores the constants of Egyptian policy regarding the security of brotherly Arab states. The
anticipated discussions will focus on the measures that can be taken to support Saudi Arabia, the nature and limits of the required mandate, and Egypt's position on regional developments and their implications for Arab national security.
The session is of particular importance in light of the link between the security of the Gulf states and Egyptian national security, and the need to strengthen Arab coordination in the current stage to deal with security threats, contain escalation, and prevent the expansion of confrontations.
President Sisi’s request raises questions about the possible scenarios for supporting the Kingdom and whether the proposed measures will be limited to political support and defense coordination, or whether they may include military options if circumstances require it and Saudi Arabia submits a formal request for assistance.
The convening of the session does not in itself mean an automatic decision to send Egyptian forces abroad, as any military action is linked to the nature of the mission, the surrounding circumstances, and the fulfillment of the necessary constitutional and legal procedures.
Article 152 of the Egyptian Constitution regulates the procedures for declaring war and deploying armed forces on combat missions outside the country's borders. It stipulates that the National Defense Council must be consulted and the House of Representatives must approve by a two-thirds majority.
These regulations establish the constitutional framework for decisions regarding foreign combat missions, ensuring that such decisions are presented to the relevant institutions in accordance with the provisions of the Constitution.
