The Indonesian Internet Service Providers Association (APJII) is urging the government to immediately impose a moratorium or temporary suspension on the issuance of new permits for internet service providers (ISPs) to create a healthier and more sustainable industry.
"There are too many ISPs right now. A moratorium is needed so we can streamline regulations and make the industry healthier, more sustainable, and more equitable," said APJII Chairman Muhammad Arif Angga at the 2025 Digital Transformation.
Arif stated that the number of ISPs in Indonesia currently exceeds 1,300, with a backlog of new license applications reaching over 500. He worries about the market becoming oversaturated without government controls.
