Mexicali, August 1.—The Baja California Secretary of Government defended the constitutionality of the transfer of water management commissions to the municipalities. This Sunday, the 24th state legislature was officially installed after the session scheduled for midnight this morning was suspended.
As the first item on the agenda, the Board of Directors received Jaime Bonilla Valdez's second government report from the Secretary General of Government, Amador Rodríguez.
In addition, the various committees that each of the 25 legislators will serve on were assigned. The session, scheduled for midnight, was suspended after Morena legislators met with Governor-elect Marina Del Pilar Ávila Olmeda for more than two hours.
After the report was delivered, Amador Rodríguez Lozano stated that the current administration does not owe the next state leader any explanation regarding the municipalization of the Water Commissions, stating that the proposal is being proposed at an inopportune time and that there is "a high probability that the reform will fail ."
